OMB approves
this information collection as amended by the Department's
revisions of 8/28/90, 9/28/90, and 10/9/90. In addition, OMB
emphasizes that information collected through the case study
protocols will not produce results that are generalizable to the
universe of OBEMLA programs, and should be used solely to generate
hypotheses that will be tested in future surveys. The Department
should continue to develop standardized questions that result in
empirical data, rather than the more subjective questions developed
in this survey. Finally, ED cannot commence Phase II of this
survey, which involves administering the case review protocols,
until OMB has had an opportunity to review the data gathered during
Phase I, which involves administering the survey of all LEA
grantees (OMB #1885-0519). This condition was agreed to by ED
during the 9/19/90 meeting with OMB.

THIS STUDY WILL DESCRIBE APPROACHES
SCHOOL DISTRICTS HAVE USED TO SUCCESSFULLY CONTINUE SERVICES FOR
LEP STUDENTS ONCE TITLE VII FUNDING HAS ENDED. INTERVIEWS WITH
APPROXIMATELY 20 PEOPLE AT EACH OF 20 SCHOOL DISTRICTS WILL PROVIDE
INFORMATION ABOUT CONDITIONS AND STRATEGIES CONTRIBUTING TO THEIR
SUCCESS. RESULTS ARE FOR ED AND FUTU TITLE VII GRANTEES.
