This information collection is approved for use until 9/30/92. OMB is concerned that the 1 hour burden associated with the survey of current foster parents may be considered excessive by respondents and would reduce overall response rates. In addition, OHDS does not know whether there is significant variation in the truthfulness of responses obtained through a respondent's written survey when compared to responses obtained if the respondent was interviewed by telephone. Because of the sensitive nature of some of the questions, a respondent's willingness to truthfully answer over the telephone may affect the survey results if there is a problem with non-response to the written survey. Because of these concerns, OMB recommends an expanded pre-test of both surveys of current and former foster parents to cover 120 current and 40 former foster parents. OHDS must report to OMB on the results of the pre-test before undertaking the full survey and submit any changes based on this pre-test for approval. The report to OMB should address any problems with response rates and/or non-response bias including a comparative analysis of the foster parent survey data with the corresponding foster parent case record data.

DA WILL HIGHLIGHT CHANGES IN CHARACTERISTICS OF FOSTER CHILDREN, RELATIONSHIPS OF FOSTER PARENT CHARACTERISTICS TO THOSE OF THE GENERAL POPULATION, AND EXTENT OF AGENCY RESPONSIVENESS TO CHILD/PARENT NEEDS.
