This information
collection is conditionally approved for use until September 30,
1993. The findings of an OMB requested pre-test of this study in FY
'89 indicated that establishing contact with runaway and homeless
youth is a very difficult task. As a result, OHDS has chosen to
significantly expand its sample size to contact youth who have been
served by RHYCs. OMB, however, remains concerned about the problems
highlighted in the pre-test, namely response rates and non-response
bias. Consequently, OMB approv this follow-up study of youth using
RHYCs with the condition that after sampling 200 youth, OHDS report
to OMB on response rates and non-response bias. If there are
serious problems in these areas, OHDS should discontinue the study.
The report to OMB should include a detailed data analysis plan. In
addition, any contract awarded to conduct this study should
stipulate the terms of OMB clearance.
