generated by the study's findings will include detailed information

nonresponding States, county clusters and adolescents. This
accounting for nonresponse is necessary to ensure that State and
localities which may be experiencing difficulties or problems
implementing Independent Living Programs are not being purposefully
excluded and therefore affect the study's outcomes.
