This collection
is approved through May, 1991. As a condition of clearance, GSA is
directed to initiate a pilot program to test the use of
performance-based methods for administering selected contracts. By
providing incentives for contractors to improve service delivery,
GSA shall attempt to reduce dependence on minimum labor hour
requirements and certification for ensuring performance. As
appropriate, the pilot program will test the use of: (1)
performance-oriented work statements (2) deduction from contractor
payments for deficient performance, (3) past performance as a
criterion in source selection, and, (4) debarment in cases of
chronic unsatisfactory performance. NOTE: The timetable, operating
principles, activities, and evaluation criteria for this pilot
program are to be jointly established and agreed upon by OMB and
GSA.
