collection request is approved with the following condition. HUD
must provide additional justification for requesting that project
owners complete forms 93480 and 93481 when project occupancy rates
are low or projects are experiencing rent collection problems. It
is not clear why HUD would need such detailed information on costs
when project owners are experiencing problems with revenues -- not
costs.
