IN RESPONSE TO P.L. 99-509, NTSB
RECOMMENDATIONS, AND COAST GUARD MARINE BOARD OF INVESTIGATIONS
RECOMMENDATIONS, THE EEP REGULATIONS WILL REQUIRE OPERATORS OF
MANNED OCS FACILITIES TO DEVELOP AND IMPLEMENT CONTINGENCY PLANS TO
PROVIDE FOR THE EVACUATION OF FACILITY PERSONNEL DURING EMERGENCY
CONDITIONS. THE REGULATIONS ALSO PROVIDE FOR THE USE OF STANDBY
VESSELS AND CONTAINS
