the following conditions. HUD must revise its questions on income
(i.e., questions 114a-f in the original submission to OMB) to
conform with the revised questions (i.e., questions 114 and 115)
submitted to OMB by HUD on 5/3/89. In addition, since HUD has
indicated that information on present income is most appropriate
for its uses, HUD must eliminate question 114 in future surveys --
unless it can demonstrate some need for and the practical utility
of continuing to collect information on past income.

THE 1989 AHS-NATIONAL IS A
LONGITUDINAL STUDY THAT COLLECTS CURRENT INFORMATION ON THE
QUALITY, AVAILABILITY, AND COST OF THE HOUSING INVENTORY. IT ALSO
PROVIDES INFORMATION ON DEMOGRAPHIC AND OTHER CHARACTERISTICS OF
OCCUPANTS. FEDERAL AND LOCAL GOVERNMENT AGENCIES USE AHS DATA TO
EVALUATE HOUSING ISSUES.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
