We have approved
these collections of information for three years, the maximum
period authorized by the Paperwork Reduction Act (PRA). We have
allowed a program change reduction of 538,155 hours to account for
the completion of first-year paperwork requirements. We have not,
however, counted as a program change a reduction of 183,370 hours
resulting from the deletion of training hours originally included
in the 1986 burden estimates, but which OMB subsequently determined
are not "collections of information" within the meaning of the PRA.
The deletion of these hours is properly counted as a correction of
the original package and is counted in this approval as an
adjustment. When the medical surveillance and monitoring
requirements are resubmitted for OMB review, the agency shall
submit evidence that they have been evaluated in the workplace and
that such evaluation has shown, pursuant to 5 CFR 1320.4(b), that
they have practical utility and are the least burdensome necessary
for the proper performance of the agency's functions.

THIS REGULATION REQUIRES EMPLOYERS TO
TRAIN EMPLOYEES ABOUT THE HAZARDS OF ASBESTOS, TO MONITOR EMPLOYEE
EXPOSURE, TO PROVIDE MEDICAL SURVEILLANCE AND TO ESTABLISH AND
MAINTAN ACCURATE RECORDS OF EMPLOYEE EXPOSURE TO ASBESTOS. THE
STANDARD APPLIES TO EMPLOYERS IN THE CONSTRUCTION INDUSTRIES AS
DEFINED IN 29 CFR 1926.58(A).
