Pursuant to the
Paperwork Reduction Act and 5 CFR 1320, this information collection
request is cleared for three years. When applying for
reauthorization the agency should compile a report of the problems
that arise with the processing of transfer claims. This report
should discuss the typical time lag between when a transfer request
is received and when it is acted upon. Special attention should be
placed on those transfer requests received a month and a week
before the control period ends. Finally, the agency should report
what steps, if any, it is taking to adopt alternative approaches,
such as a coupon system, to the trading requirements outlined in
Section 82.12

IMPLEMENT THE MONTREAL PROTOCOL, LIMITING THE PRODUCTION AND
CONSUMPTION OF CONTROLLED SUBSTANCES. APPROXIMATELY 7 PRODUCERS, 14
IMPORTERS AND 30 EXPORTERS ARE AFFECTED.
