January 1989 to permit the collection of estimated income taxe
reports, the last of which are due December 15, 1988. The addition
of 624,240 burden hours to Form 1041-ES in order to save 185,802
hours for Form 8109 is not justified adequately. No later tha June
30, 1987, the Department should explain its rejection of the use
Form 1041-ES and provide a summary of comments submitted by filers
concerning the burden increases and decreases.
