MINORITY CHILDREN ARE OVERREPRESENTED
IN FOSTER CARE. THIS STUDY WILL EVALUATE EFFORTS TO REUNITE THEM
WITH THEIR FAMILIES IN FOUR STATES IN ORDER TO IMPROVE SERVICES AND
REDUCE COSTS. RESPONDENTS INCLUDE STATE AND LOCAL ADMINISTRATORS
AND AGENCY STAFF, JUDGES, COMMUNITY REPRESENTATIVES, REVIEW BOARD
MEMBERS, PARENTS, FOSTER PARENTS, AND CHILDREN.
