SECTION 76.12 REQUIRES THAT BEFORE A
SYSTEM COMMUNITY UNIT SHALL BE AUTHORIZED TO COMMENCE OPERATION OR
ADD A TELEVISION BROADCAST SIGNAL TO EXISTING OPERATIONS, IT MUST
SUPPLY DETAILED INFORMATION. THIS INFORMATION ASSURES THE
COMMISSION THAT THE PUBLIC INTEREST IS BEING SERVED.
