P.L. 98-524 REQUIRES STATES DESIRING
TO PARTICIPATE IN VOCATIONAL EDUCATION PROGRAMS TO ESTABLISH STATE
COUNCILS. THE COUNCILS MUST EVALUATE VOCATIONAL EDUCATION AT LEAST
ONCE EVERY TWO YEARS AND REPORT THEIR FINDINGS TO THE GOVERNOR, THE
STATE BOARD, THE STATE JOB TRAINING COORDINATING COUNCIL, THE
SECRETARY, AND THE SECRETARY OF LABOR.
