REPORTS ARE USED BY THE COMMISSION TO ASSE INDUSTRY GROWTH, SUDDEN CHANGES IN CARRIER FINANCIAL STABILITY AND THE EFFECT ON THE NATIONAL TRANSPORTATION SYSTEM.
