GSA FORM 1678 PROVIDES THE
ADMINISTRATIVE CONTRACTING OFFICER WITH INFORMATION ESSENTIAL TO
THE MONITORING OF THE CONTRACTOR'S PERFORMANC AND THE TAKING OF
APPROPRIATE ACTION IN THE EVENT THE CONTRACTOR IS IN A DELINQUENT
SITUATION. THE ULTIMATE PURPOSE IS TO ENSURE THE AVAILABILITY OF
SUPPLIES UNDER THE GAS BUYING PROGRAMS WHEREIN THE SUBJECT
REQUIREMENT IS APPLICABLE.
