UNDER 44 U.S.C. 3518(e), THERE IS NO GENERAL CIVIL RIGHTS EXEMPTION
UNDER THE PAPERWORK REDUCTION ACT. OMB'S ACTIONS IN REVIEWING THE
UGESP RECORDKEEPING REQUIREMENTS OR IN ASSIGNING CONTROL NUMBERS IN
NO WAY AFFECT EEOC'S SUBSTANTIVE POLICIES AND PROGRAMS, INCLUDING
ITS AUTHORITY TO ENFORCE CIVIL RIGHTS LAWS.
