Abstract: THE QUALITY CONTROL SYSTEM IS A MANAGEMENT TOOL FOR MONITORING THE SPENDING OF PUBLIC ASSITANCE FUNDS. THIS MONITORING IS ACCOMPLISHED BY A CONTINUOUS REVIEW OF A STATISTICALLY VAILD AND RELIABLE SAMPLE OF CASES. THE AFFECTED PUBLIC IS COMPRISED OF STATE WELFARE AGENCIES.
