Because of possible, if not probable changes in policy officials in
the target institutions, the likelihood of obtaining meaningful
information about the reasons for participation/non-participation
is doubtful. In addition, even if the deciding official could be
located, it is doubtful that they would recall reasons for refusing
to participate. For the purpose of "gaining and maintaining high
levels of support from health facilities selected into the samples
for utilization surveys conducted by NCHS," such an evaluation can
be incorporated into any current or future surveys of hospitals at
far less cost to the Federal Government.

DATA WILL BE COLLECTED BY TWO
SMALL-SCALE SURVEYS, ONE OF NURSING HOMES AND ONE OF HOSPITALS TO
EXAMINE THE OBSTACLES TO GAINING AND MAINTAINING HIGH LEVELS OF
PARTICIPATION FROM HEALTH CARE FACILITIES SELECTED INTO UTILIZATION
SURVEYS BY NCHS. THE RESULTS OF THE STUDY WILL BE USED TO DEVELP
RECOMMENDATIONS FOR IMPROVING THE RESPONSE RAT AND THE QUALITY OF
DATA COLLECTED IN ONGOING AND FUTURE SURVEYS.
