THE INFORMATION IS NEEDED TO DETERMINE
WHETHER THE DEMONSTRATION IS MORE EFFECTIVE THAN THE WIN PROGRAM
OPERATION UNDER TITLE IV-C OF THE SOCIAL SECURITY ACT AND TO
EVALUATE, AS REQUIRED BY LAW, EACH STATE'S PROGRAM AT THE END OF
ONE AND THREE YEARS.
