Abstract: VESSEL OPERATIN COMMON CARRIERS MUST FILE TARIFFS CONTAINING PROVISIONS STATING THE COMPANY POLICY AGAINST REBATING AND CHIEF EXECUTIVE OFFICERS MUST ALSO FILE CERTIFICATIONS UNDER OATH ATTESTING TO COMPANY POLICIES AND EFFORTS TO COMBAT REBATING. INFORMATION IS USED TO MAINTAIN CONTINUOUS SURVEILLANCE OVER CARRIERS ACTIVITIES AND TO PROVIDE A DETERRENT AGAINST REBATING PRACTICES.
