This SIPP
pretest is approved on the following conditions: (1) all attitude
questions be deleted, (2) the race questio changed by deleting the
"other" option, (3) the ethnic question be shortend to only include
Hispanic or not, (4) the pretest results not be generalized since
quota sampling is to be used and a careful statement of limitations
accompany all presentation of data, (5) a new system of records be
prepared, if necessary, to fully inform respondents of possible
data linkages and uses, and (6) no future SIPP pretests be
submitted to OMB without at least partial funding from
nonstatistical policy users outside of HHS/ASPE, HHS/SSA/ORS, and
Census, or memoranda from individual nonstatistical policy users
including specific policy decisions to be addressed by SIPP and
reasons for not co-funding SIPP.
