23 U.S.C. 141 requires each State to
certify before January 1 each year that it is enforcing vehicle
size and weight laws on all Federal-aid highways, including the
interstate system in accordance with 23 U.S.C. 127. Since all of
the States have been weighing vehicles, issuing citations for
violations, etc., and preparing activity and annual reports for
many years, reporting burden is strictly a headquarters operation
involving assembling....
