Abstract: THE OBJECTIVE OF THE SURVEY IS TO DETERMINE THE DEGREE TO WHICH PLACEMENTS REPORTED BY SELECTED STATES IN ESARS CONFORM TO THE ETA DEFINITION OF PLACEMENT, IDENTIFY REASONS FOR DISCREPANCIES AND DEVELOP AND IMPLEMENT CORRECTIVE ACTION.
