Abstract: THIS REPORT FORM IS THE BASIS FOR MAKING AN ADVANCE GRANT AWARD BASED UPON ESTIMATED REIMBURSABLE EXPENDITURES BY STATE, TAKING INTO ACCOUNT VARYING RATES OF FFP AND STATUTORY ANNUAL ALLOTMENTS OF FEDERAL FUNDS AMONG THE STATES.
